what you can do is do a search on the internet for professional retouchers and 
contact them and arrange for a price and send the files to him/her and I'm sure 
you will get what you need. Most will have websites with the type of work they 
do so you can get an idea of what is possible.

now of course if you want to try to do this work yourself, then there are some 
freeware programs that you can get by doing a googly looking for freeware image 
editing software.

I have a few pictures from the 80's, while not terrible quality, can anyone 
touch them up to look like they are new pictures? I can make them B&W, 
contrast, etc but nothing that takes photo skills. Not sure you can ever 
make older pics to look new?
