Robert, I know there is a "viewer" for Access that Microsoft puts out. It is free and can be sent with the database. The person cannot change anything in the data base but can view it. It can be found at the Microsoft Office update page. Sorry I don't know the URL anymore. Also free programs such as Open Office can use and manipulate Access. www.openoffice.org. 602 Software puts out a free office suite that reads and manipulate Access. I think it is www.602software.com. Hope this helps a little.
