The only way I know of possibly doing this is to convert it to MP3... however, even an MP3 will be larger than 200kb or so. If you convert to MP3, you can play with the sound quality. Making it a lower sound quality will then make it possible to make the file size smaller. BUT, again, 200kb is kind of small, even for a substandard quality.
