   Yes I have tried to boot into safe mode, and it locks up when executing
one file, and then reboots after about 2 hours. What I need to do is edit
the Reg file at the DOS prompt, so I can get this PC to boot again. Or, I'll
just reinstall the OS.

Have you tried booting into Safe Mode to edit the registry?
Or booting into Safe Mode and running System Restore?
