Your suggestion worked. The only problem is now it never wants to connect.
When I click on the browser I just get the error for a non-existent page.
But, I would rather deal with a few more connection steps than the over
controlling connection box.

Try this and see if it helps-- I found this on the internet because it has
been a long time since I configured win98 on dial up but I know there is a
setting that causes this problem.
"If Windows tries to connect to the Internet without you explicitly saying
so, you probably have it set so that Windows will try to connect when it
detects a request for an Internet service by one of your applications. To
change this, go to Start -> Settings -> Control Panel -> Internet Options ->
Connections. In the Dial-up settings section, make sure Never dial a
connection is selected."
