I just went to Start>Control Panel>Sound>Sounds tab and there was no voice 
there to say anything.  I suspect you have installed software and or themes 
that make some changes to your system and something has happened to either 
the software or the changes it made.  It could also be something done by 
your computer manufacturer, the audio card manufacturer or your ISP if you 
installed a customized browser or other software from your ISP.

No, my Windows 7 comes on, or at least it used to come on, with the single
word “Welcome”, sweetly intoned by an anonymous female voice. From whence
she came or where she went, I do not know, but I really do miss her. I
really do.  :-)
