On the Start menu, go to Programs, Accessories.

They are "physically" located at:
   "%ProgramFiles%\Windows NT\Accessories\wordpad.exe"
and
   %SystemRoot%\system32\notepad.exe

I'm using the 64-bit version, but I doubt that it's different in the
32-bit version.

If you're a reasonably fast typist, you can simply tap the Windows
key, then type NOTEPAD (yes, lower-case is fine) and press the Enter
key. Ditto for Wordpad.
