I fail to understand why they claim that it's expensive and difficult;
it's standard practice for many corporations, and is easily done by
individuals.

Perhaps they're blocking the IP addresses, not the domain names; that
might be a bit difficult, but again, nothing that isn't done by a
proxy server.
