I've had similar Norton problems in the past.

Recently I deleted it all. (Just temporarily.) Then I went to start, run,
typed in
regedit, and searched for symantec, then norton, and deleted those entries.
(of course be very careful when deleting anything from the registry)

I also did a start/find, and typed in those words, and deleted anything left
over.

Then I reinstalled it, and all is working fine.

<and who knows, maybe my subscription will last a little longer??? grin>

Anyway, I can't help you with the program that you ask for, but maybe that will
help
some.

Sincerely,
