which patch wizard tool is more accurate

Hi List,
Which patch compareason/analysing tool is more accurate
patchsets.sh
patch wizard available in oracle apps manager or
CCR linked with metalink support
I am asking this because, I am confused with follwoing
patchsets.sh shows
SHARED INSTALL PRODUCTS
Product Baseline Version Running Version Latest Available,Status
------- ----------------- --------------- -----------------------
ad 11i.AD.I.1(4038964) 11i.AD.I.2(4229931) 11i.AD.I.6(6502082), Rel-By_Metal
it means my running vesion is AD.I.2 and is also shown in adadmin, but
patchwizard shows me that I will have to apply 4337683 which is ad patch.
Please help..
