Ok, once I created the password file, everything worked as it should.....thx 
guys.

You need to create a new password file for the instance in question: rlmdev

Log in as oracle software owner

cd $ORACLE_HOME/dbs

$ orapwd file=orapwrlmdev

Enter password for SYS:

Those files which are out there must be from other instances.  You can remove 
them if they are no longer in use.

You should then be able to grant a user SYSDBA.

Let me ask:

What is your oracle instance name? (show parameter instance_name) rlmdev, which 
is the instance I want to do this in

Windows/Linux/Unix? HPUX

What is your oracle home? /u01/oracle11g/product/11.2.0/dbhome_1

What directory is your pw file in? /u01/oracle11g/product/11.2.0/dbhome_1/dbs

What is it called? There are 2 in there, one called orapwlimsnd and one called 
orapworcleg

The first one I think is for an older instance.  Not sure about the second one.

Thx Chris.  I was googling this and found that if I have:

QL> show parameter remote_login_passwordfile

NAME                                 TYPE        VALUE
------------------------------------ ----------- ------------------------------
remote_login_passwordfile            string      EXCLUSIVE

Does that mean I already have one for this instance?  And if so, how come my 
grant didn't work?

That should be all.

Create the password file with the orapwd utility as the Oracle software 
installation owner.

Password file must be called:

Windows: $ORACLE_HOME\database\PWD<instance_name>.ora

Linux/Unix:  $ORACLE_HOME/dbs/orapw<instance_name>

I tried to grant a user sysbda privs and got the:

ORA-01994: GRANT failed: password file missing or disabled
I understand that I have to create a passwordfile for the instance.  But is 
that all I have to do?

Then do I issue the grant the same way?
