If network between your source and destination is an issue then you should
consider doing a targetless backup based duplicate from backup destination.
This would eliminate all network transfers during the duplicate.
To achieve this:
Take a backup of the source
Transfer the backup to your destination
Perform a targetless duplicate from the backup location
There are many examples on the oracle support portal and google for this.

By the way, you can use the simple script described in

about the TCP latency over time. Basically, the script measures the time
needed to open and close the TCP socket.
But I strongly recommend to invest a little bit more time in understanding
the "network problem". I deliberately used quotes, because what looks like a
network problem might easily be a consequence of, for example, CPU starvation
or an OS bug.
