There is a lot of hops between target and source and from time to time there is a unexpected 'maintenance'.

By the way, you can use the simple script described in 
https://nenadnoveljic.com/blog/testing-network-connectivity/ to get an idea ;
about the TCP latency over time. Basically, the script measures the time needed 
to open and close the TCP socket.

But I strongly recommend to invest a little bit more time in understanding the 
"network problem". I deliberately used quotes, because what looks like a 
network problem might easily be a consequence of, for example, CPU starvation or an OS 
bug.
