I checked the OCI docs and there is noting special DBD::Oracle has to do to use this store. It just has to be properly configured and you have to use a version of DBD:ORacle over 1.17 and a 10 client.
Looking into the code a little more DBD::ORacle before 1.17 uses the old deprecated Proc connection methods to set up the environment. Later versions use the newer OCIEnvNlsCreate methods which
