to use cio you have to have your filesystemio_options set to setall
  we are actualy use this in our oltp  environments with great success. but 
again esting is really very important.
  ibm fas a complete document on performance options with cio and 9i.

This is bug is not the issue. This was cleared by Oracle support in the TAR.
