So if you encrypt, do you need de-cryption on the client side?

DBMS_CRYPTO is free (included in your basic license), even in SE.  As is almost

There is also dbms_crypto package, which AFAIK is not extra cost option.
I assume one can also find more or less free java code, load it in db and do 
encryption. However never done that myself.
TDE is part of Advanced Security, which is extra cost option for EE.
