It would be separate queries as there is no relationship. One tells you which Oracle components are installed while the other tells you which patches you have applied. I would think as a complement one each other, but at this moment not sure at all. DBA_REGISTRY_HISTORY DBA_REGISTRY_HISTORY provides information about upgrades, downgrades, and critical patch updates that have been performed on the database. DBA_REGISTRY DBA_REGISTRY displays information about the components loaded into the database.
