If you use 'process explorer.exe' from sysinternals it will show you the
tnsnames.ora file that tnsping is using. This utility doesn't need an
installso can be used quickly.

Is there something in the "My Documents" directory?  I had a client with
Windows XP and they had a copy of an old tnsnames.ora file there and Oracle
looked there first.

does the tnsnames.ora have the ip address or the host name.

if host name check the local hosts file.
