EnterpriseDB *is* PostgreSQL, but with "performance enhancements" and
support and other fun "Enterprise" items.

A simple Google search would do nicely here...

        What about PostgreSQL?  While it isn't completely compatible, it
does have a version of PL/SQL -- AFAIR the major differences are in
quoting -- and even semi-supported patches to enable horrors like
CONNECT
BY.  And it even supports a locking model quite similar to Oracle.
