I am exporting via datapump from 10.2.0.4 and importing to 11.2.0.2

The export is using the flashback_scn argument, Exporting as strmadmin, i
get this (note the trans_id table):

Processing object type SCHEMA_EXPORT/JOB
. . exported "USER"."ITEM" 686.4 MB 10427436 rows
. . exported "USER"."ATTRIBUTE" 405.2 MB 11769794 rows
. . exported "USER"."TRANS" 405.4 MB 3849581 rows
. . exported "USER"."TRANS_ID" 339.7 MB 3921843 rows

Importing as sys, using the remap_schema option, note the trans_id table
rows

  Processing object type SCHEMA_EXPORT/TABLE/TABLE_DATA
. . imported "NEWUSER"."ITEM" 686.4 MB 10427436 rows
. . imported "NEWUSER"."ATTRIBUTE" 405.2 MB 11769794 rows
. . imported "NEWUSER"."TRANS" 405.4 MB 3849581 rows
. . imported "NEWUSER"."TRANS_ID" 339.7 MB 1961059 out of 3921843 rows

I cant find any security policy on that table, and when I do a manual row
count as sys or the table owner on the source table (user.trans_id), so I am
about 80% convinced that the table imported correctly. However, I cannot
figure out why it says it only imported about half the rows. Can anyone
help here>
