Are you using "automatic registration"?
If yes, whatever you specified in listener.ora will be overwrite with
default.
In 9.2.0.4 you can put in sqlnet.ora on the server
DEFAULT_SDU_SIZE=32767

I set it in both the listener.ora and the tnsnames.ora... the OSs involved
are Windoze on the client end and SunOS on the server...

The "listener.ora" has SDU/TDU settings which are limits, 2048 by default.
Setting SDU/TDU in only the "tnsnames.ora" will set values requested by the
client, but the listener has to be configured to grant sizes larger than the
default limit...
