From my understanding, without BCT RMAN scans whole data files for blocks for 
change.

With BCT, this is not the case.

Am I missing something?  Why would the block change tracking file matter?  It 
merely acts as a short cut for RMAN to shorten the length of time an 
incremental backup takes.
