It's "just development" but in a cost-conscious company, developers
sitting on their hands because the development database is hosed is
wasted money. Development to me is only a half-step down from
production. It needs to be backed up and recoverable nonetheless.

its just development. i guess it depends on the nature of the
developer. We dont let the software engineers have any privileges, but
the database developers can do just about everything in development.
