What I meant was to apply a patch to Oracle Applications E-Business Suites
such as OE, INV, PO, etc.

This would depend on what you mean by the patches being applied to the
database. If like peoplesoft that it updates stored procedures or stored
code that is kept in the database for queries and functions, then there is
no patches applied to the database in the sense of a dba patching Oracle.
I guess, unless the patching applies an Oracle delivered patch like you
would install with opatch, then you don't have anything to worry about as
that is not patching.
As for if you can keep the database open then that is up to the individual
applications, If you are referring to Oracle Application Server, then I
understand with later versions that in some cases this is possible, but you
need to review the documentation for that patch or patch bundle.

I have a question. Supposed if I want to apply an Application patch and
keep the database available to the users during that time for concurrent
updates, what will the process be? Remember the Application patch also
apply updates to the database as well.

Li Li,
In current versions, JUST RAC alone can not provide the 24x7 availability.
You need to have the combination of RAC+Dataguard (logical) to have REAL
24x7 availability. Also not all patches/upgrades are 'rolling upgrade'
capable.
