Finally [after all these years of my whining] ... according to the
Licensing guide for DB 12c

Oracle Database Personal Edition is available on Linux.

This is a BIG announcement.

Personal Edition is for developers, can only be licensed for one Named
User (but that Named User (eg: me) can log on many times under many
different DB user IDs)

AND

it includes ALL Enterprise Edition Options - Spatial, Advanced Security,
Compression, etc. - except RAC and the OEM Packs.

This makes it feasible for a 1 man shop to license and get support
(including patches) for a reasonable fee.

From
http://docs.oracle.com/cd/E16655_01/license.121/e17614/editions.htm#CJADFHGH

"Oracle Database Personal Edition Oracle Database Personal Edition
supports single-user development and deployment environments that
require full compatibility with Oracle Database Standard Edition One,
Oracle Database Standard Edition, and Oracle Database Enterprise Edition.

Personal Edition includes all of the components that are included with
Enterprise Edition, as well as all of the options that are available
with Enterprise Edition, with the exception of the Oracle Real
Application Clusters option, which cannot be used with Personal Edition.
Personal Edition is available on Windows and Linux platforms only. The
Management Packs are not included in Personal Edition."
