Ora win CPU 11.2.0.4.4 - disable WMI

For those of you that support ms win db servers I saw an interesting line
in the readme for the 11.2.0.4.4 bundle released today.

3.1.1 environment checks
3. Explicitly disable WMI
Sc config winmgmt start=disabled

There is also a line included to re-enable it after the patch has been
applied.
