Howard, one question:
Why did you upgrade to 18c? 18c is a dead end. Version 19c is the last
version in the "12c" series of products and will be the only version
supported for the long time. Second question: which exact version of 18c
did you upgrade to? The bug you're hitting is fixed in 18.8. I would
have upgraded the $ORACLE_HOME to 18.8 before doing the upgrade, but I
believe you can still do it. For more, see

If you trace the bug through the Oracle support, you'll see that all
versions below 19.1 are affected. My advice would be to immediately
apply upgrade bundle from October 2019 (18.8) and if database opens OK,
to immediately upgrade to 19.5. (19.0 with October bundle).
