I'd say OEM (memo to self make sure none of the OakTable sees this - ooops)
as an interface to ASH, with one *huge* caveat that of cost. ASH measures
pretty much the right things whereas statspack and AWR (as generally
delivered) don't. OEM makes it really really clear in nearly all cases where
you should be looking. If you are a command and script person (as I am) then
you really really have to compare and contrast fault finding using the OEM
and ASH combo to your old scripts. Better yet get a newish dba or developer
to walk through the same exercise.
