Thamks for the suggestion. I tried it and it does not change the
behaviour of FGA. I guess it is not implemented thru system triggers.

Hmmm,  I'd try with _system_trig_enabled=FALSE. That is the parameter
equivalent to "startup migrate", used when

installing patchsets.
