Did you verify that your v$session.state says WAITING, not just WAITED? Because
WAITED doesn't mean that your session is waiting.
Otherwise compare the SQL execution plans and number of logical IOs+CPU usage
(as John said) for the executed SQL statements for both "fast" and "slow"
environments.
