I have a new Oracle 19.8 install on a new Linux VM. I'm trying to create a new
database, but when I do a "shutdown immediate", it just hangs.
This is what's in the alert log:

That's it and it just sits there. I can do a "shutdown abort" then a startup,
but as soon as I try to do a "shutdown immediate" again, it does this.
What is causing it? How can I fix it?
