You could use a DDL trigger to capture this.

Apparently, the "ALTER DATABASE" command
(eg ALTER DATABASE DATAFILE <filename> RESIZE) cannot be audited.

Although the "ALTER SYSTEM" can be audited, I cannot find from
DBA_AUDIT_OBJECT
or DBA_AUDIT_STATEMENT which ALTER SYSTEM command
(ALTER SYSTEM CHECKPOINT,  ALTER SYSTEM SWITCH LOGFILE,  ALTER SYSTEM SET
SORT_AREA_SIZE=)
was issued.
