Scott,
I applied it on an Oracle 11.2.0.4 database and GI on Linux 6. The
database and GI had the Jan PSU before the patch. There was no conflict
and patching was successful.

I get a huge list of conflicts and I used Oracle’s conflict checker which
told me “yes there are conflicts, but there are no fixes”. When I clicked
the button to generate a request, that errored too.
I’ve never had an issue with a patch set before, so this is a bit
frustrating.
