To answer your question...

Free lists could be used by UPDATE and DELETE statements as well.

- When an UPDATE statement generates migrated and/or chained rows.
- When a DELETE statement frees enough space to put the block on a free
list.

That said, the former should be avoided anyway and the later is not that
usual... Therefore, usually, the INSERT statements are the most
important factor to consider.

In any case SELECT statements don't access the free lists.
