On a related topic, I recently started looking into implementing flashback
database for my 10.2.0.2 database on AIX 5.3, however it wasn't clear to me if
the flashback logs should be on a filesystem mounted with the CIO option or
not, so I did some research and as usual came up with conflicting advice, so
then I opened an SR for clarification and unfortunately was given the wrong
answer. Only after testing myself and verifying by checking the open flashback
log files with lsof was I able to confirm that Oracle does indeed open the
flashback logs with the cio flag automatically if you have
filesystemio_options=setall, so it appears that concurrent I/O should be used
for flashback logs (despite what the documentation and Metalink notes say), and
that it is automatically used if you set filesystemio_options=setall, just like
it is automatic for data files, control files and redo log files, so you don't
need to create a separate filesystem for it.

Regards,
Brandon

Also please note that how Oracle handles Concurrent IO changes from patch level
to patch level: you must check what yours is doing with truss.
