Do i need to reinstall including linux & oracle apps, patches database.if my DEV server crashes?

I have one doubt , I have installed oracle apps 11.5.9 production &
development server both.
If in case due to some problem if development server crashes.Do i need to
reinstall including linux & oracle apps, patches database.?
If i have oracle apps teir & datbase teir backup. How i can restore it on
new machine?.Or can i take the production server back up & restore it on new
server directly. What is the solution in these situation?
Please advice.
