What is the definition of GPS time?

What is the definition of the STT variable <system_time> as given in A/65C?

"system_time -- A 32-bit unsigned integer quantity representing the current 
system time as the number of GPS seconds since 00:00:00 UTC, January 6th, 
1980."

The STT variable <system_time> is GPS time.  How can you argue otherwise?

Jw>Because use of your terminology just confuses things.  GPS time is not
send as a 32-bit unsigned integer, and because people more knowledgeable
than you or I (on this topic) have told me that to use your terminology
would be incorrect: STTs contain UTC time values not GPS time values, and to
confuse the two shows a lack of care for how standards are written and what
they are meant to do.
