Could it be that the marketplace is now expecting the ability to touch a display as a UI requirement?

Does it really matter "who" is adding a layer to the product?

Sounds more like the usual evolution of a technology - when a feature becomes popular, you design it in rather than adding it on...

Much like the debate about 3D becoming a standard feature of an LCD screen.

But it this case the marketplace is driving the adoption of the new feature...
