How so? People can only hear voices from the stations that they can receive. If
you live on the East Coast, some theoretical independent station in Missoula
Montana is hardly an extra voice you can hear.
So the reality is that people hear the voices from ABC, NBC, CBS, Fox, PBS,
over hear we also hear voices from other countries on MHz Networks (France 24,
DW, RT, etc.), and perhaps the CW Network and MNT could get into adding a voice
here and there (which they refrain from doing now). These local stations would
also have local news crews, and a few local political programs, even if they
are O&Os. Why would the O&Os have local news crews? To better compete against
the others. People also want local news and weather.
Local caps exist, and guarantee that this many voices remain heard, even if the
TV networks own their own stations. Plus, as you say, there are now very many
other news outlets available online, to anyone who cares to look.
There is another SIGNIFICANT artifact of the elimination of the UHF
discount. Without the discount, the broadcast networks are WAY OVER
their national caps.
Which, IMO, is oh so much a non-problem. If Ajit Pai wants to clean the slate,
then clean the slate. Retaining old legalistic artifacts, that don't come close
to reflecting reality, isn't cleaning any slate.
