The government paid for my receiver, and I used it right away.
Hardly relevant.
You are an industry guru who was VERY active in testing and writing about ATSC
receivers.
To be fair I was also writing about the ATSC transition and standard; I was
critical of the receiver mandate and had no ability to test receivers until
late in the transition, when our local stations finally met their obligation to
broadcast a digital signal.
By then I had already replaced my first HDTV (without ATSC receiver). I
replaced it with a DLP HDTV that did have a receiver. I tested it with an
antenna and found it almost unusable - something you also experienced with
early ATSC receivers. My problem is complicated by the fact that the
transmitters are north, west and south of me. Your problem was multipath...
None of this invalidates what I wrote. The vast majority of ATSC receivers were
never used, as is the case today.

Craig
