MPEG-4 is not "marketers". It is a standard, created by MPEG.

MPEGIF has a strong interop program where real AVC bitstreams get created,
exchanged and cross-checked on a daily basis. You really think that this is
a bunch of marketeers at work?
MPEGIF was created by engineers in MPEG - the ones that saw it takes
engineers *and* marketeers to get a technology adopted.
