If I were Ofcom, I would be rethinking DAB, with its slice in the L band (as well as high VHF). If you want to free up spectrum for handheld devices, one of the first moves ought to be to keep radio down in the medium wave and low VHF, where it sits now, and introduce digital radio in that same spectrum. Don't you think? These frequencies are in low demand, and they work fine for one-way broadcast radio. The L band is perfect for handheld devices. High VHF is good for terrestrial TV. (Of course, give it more power than FM stations, or it might be hard to receive!) Even if Ofcom doesn't want to use the proprietary Ibiquity scheme, they could go to DRM instead. That would be start.
