What guaranteed that analog sets worked over the air?  Should there be more
protections for digital than there were for analog?

I decided to move this thread heading to one that can be identified...

I think that if you follow the history of the "plug and play", it was an
easy "concession" on their (cable) part to include ATSC capable as a
"compromise" position...

Think about it...the FCC "passes" a mandate for HDTV units that must
include ATSC OTA tuners. Plug and Play cable units have virtually
everything needed to to be called compliant minus the 8VSB part...unless
you choose a chip (ATI) that does QAM and VSB. What else is different? A
little firmware/software at most?

After it was clear that the FCC wanted to drive the transition,
Broadcasters pushed for the inclusion of ATSC OTA as part of the Plug
and Play agreement, and the wording ended up in place. All sets labled
"Digital Cable Ready" (DCR) MUST include an OTA ATSC receiver. The
argument does come back to (some) market reealities. When you buy an
analog set today that accepts/supports analog cable, it is OTA (analog)
capable. Why lead to FURTHER confussion in an already confused world?
Keep THAT metric the same (one of a very few!)!

Our stated concern (still to this day) is that there is NO guarantee
that such sets will work in the real world because all we have is an
ATSC "Recommended Practice A/74: Receiver Performance Guidelines"
document that has no teeth. It is a start, but is very limited in that
it is a (typical) consensus document. Needs work, and we are trying to
drive THAT effort forward. Time will tell...
