If you're doing on it on a chip, then changing video codecs can be simply
loading new microcode from DRAM after saving a few values. No OS or HDD
dependencies involved.
BTW, if you use more than 50% of your CPU/DSP today to handle A/V decoding,
you'll likely run out of CPU cycles next year. Market requirements are
changing fast.
