Since there is no requirement for ANY such station to be a nightlight, most likely there will be much more than 74 dmas without nightlight service. Absolutely cable carriage of such a signal is not mandated, and it's illogical for them to do so -- they have managed the transition for their customers -- and it's counterproductive. No cable company has anything to gain about mentioning over the air television.
