[opendtv] Re: FCC on Analog Nightlight Act

Since there is no requirement for ANY such station to be a nightlight, most
likely there will be much more than 74 dmas without nightlight service.

Absolutely cable carriage of such a signal is not mandated, and it's
illogical for them to do so -- they have managed the transition for their
customers -- and it's counterproductive.  No cable company has anything to
gain about mentioning over the air television.

Congress introduced this act to allow analog TV broadcasting of certain type
of information to continue for one month after analog shutoff. Of course,
within a list of constraints, that result in only one station being able to
do this in certain major markets, like NYC, Wash DC, Phila, Balt,
Pittsburgh. And it looks like 74 DMAs won't get any analog nightlight
opportunity at all.
 
In addition to emergency info, they can transmit instructions for achieving
digital reception. Surprise. Even antenna information is among the suggested
topics.

2. Transition Information

28. With respect to the digital television transition, we tentatively
conclude that stations airing a nightlight signal may broadcast any
information that is relevant to informing viewers about the transition and
how they can continue to obtain television service. Examples of the kind of
information a station may want to air include, but are not limited to:
general information about the transition; information about how viewers can
receive digital signals; information about the circumstances related to the
DTV transition in the station's market; answers to commonly asked questions
and other useful information (e.g., how to re-position an antenna or install
a converter box); ...

Seems kinda "after the fact." I suppose, better late then never.
 
Cable carriage must not be mandated by the FCC. And, stations now on Ch
52-69 cannot be used for this.
