Sorry, I don't follow your reasoning here.  Why does 100 people
uploading 100 mbps each take more cable resources than 100 people
downloading 100 mbps each? (assume different non-cached sources, not any
sort of multicasting)

Are you saying that if those hundred uploaders were on cable company A
and were all sending directly to 100 downloaders on cable company B that
cable company A would be have higher costs?

And what is a "potential downstream source"?  Any site in the world? 
That seems much more than the number of cable customers in any system,
not that I see why it matters.  What am I missing here?
