Cable Companies, including Cable Labs and supporting manufacturers, began
working on a new Plug and Play II system (two way P&P) the moment the FCC
invoked it's support requirements for Plug and Play I. In addition to the 2
way features of P&P II, a backroom agenda in this development was to also
scuttle the Cable Card and DTV receiver and broadcast support mandates.
How do I know? But for an NDA......

IMO, the brakes were put on the introduction of this new systems when it was
understood that the FCC would not budge on its support requirements. This
delay results in an equipment limbo as described by John. Manufacturers who
did not support one way P&P (all?) will simply continue to ship non
compliant equipment awaiting the new 2 Way specifications.
