The problem with a "broadcast" is the same content is sent to everybody. So encrypting it is easy but however you encrypt it I think everybody can decrypt it with the same key. If you have a 2-way slow side channel of some sort then you can make people use some sort of authentication to get that key, and change it often. However in this age of instant electronic communications I don't see any way to stop people from immediately sharing that key and thus making the encrypted stream available to anyone else.
