I was reading the actual language for the ATSC E-VSB proposal that was recently agreed to and found this little gem: http://www.atsc.org/standards/a_53c_with_amend_1.pdf page 100 "5.6.1 Enhanced Stream Rate Limits Limits have been defined for the maximum bitrate in the Enhanced (E-VSB) service. At all times, the quality of video in the main stream shall be equal to or better than the equivalent program in the Enhanced stream. In the event that the programming is different in the main and Enhanced streams, a higher resolution format is deemed to be higher quality. Additionally, during premium programming times, the maximum bitrate in the enhanced (E-VSB) stream shall be 3 Mbps out of the total 19.4 Mbps channel capacity." Huh?!? This implied that you cannot use an advanced codec such as MPEG-4/AVC or WM9 to deliver HD of any kind if the main program is SD. This has just relegated E-VSB to datacasting and providing graceful fallback audio and/or video only.
