AT&T is talking a combination of their B block with the open platform C block won by Aloha Partners. So they are talkling about this new open source Android platform for new cell phones. However, they are talking about a 3G scheme. AT&T is now GSM with GPRS and EDGE.
No, they are talking about LTE for the new spectrum. Verizon instead is going to 4G, i.e. a broadband IP-based network, and they are not constrained to an open platform.
Both companies are moving to 4G with LTE for their new spectrum. And the C-Block spectrum that Verizon acquired IS encumbered with the open platform requirement (The C-Block spectrum that AT&T bought from Aloha is not subject to these rules.
